Election of Vice Council Chair/Council Chair

At the 2008 MD37 Convention being held in Kananaskis, Alberta the delegates will be presented a total of 7 ballots dealing with the election of the Vice Council Chair/Council Chair and the reformatting of the MD37 Conference into Regional Forums. Approval of the following ballots would result in a newly created position of Vice Council Chairperson/Council Chairperson-elect. Delegates attending the annual MD37 Convention would elect the Vice Council Chairperson/Council Chairperson-elect who would assume responsibility as MD Finance Chairperson and subsequently the position of MD37 Council Chairperson therefore the proposed changes would have no direct impact on the MD37 budget.

Ballot # 1

Ballot #1 A resolution to redefine the officers of MD37 replacing the Finance Chairperson with the Vice Council Chairperson who will also serve as finance chairperson should the following amendment to Article IV of the MD37 Constitution be approved: “The officers of the Multiple District shall be the District Governors, Council Chairperson and the Vice Council Chairperson of the Multiple District.”

Ballot # 2

Ballot #2 A resolution making provision for the delegates attending the MD convention to elect the MD37 Vice Council Chairperson/Council Chair-elect should the following amendment to Article V of the MD37 Constitution be approved: “The Governors of the Districts, except as herein provided, shall constitute the Council of Governors, hereafter referred to as the “Council”. The Council of governors shall also include two past district governors who shall serve as council chair and vice council chair, and may include one or more immediate past district governors provided that the total number of past district governors, including the council chairperson and vice council chairperson, shall not exceed one-half (1/2) the number of district governors. Each member of the council of governors, including the council chairperson, shall have one (1) vote on each question requiring action of the council of governors. The Council may also include Past and Present Presidents, Vice-Presidents and Past and Present Directors of the Association as advisory, but non-voting members. The voting delegates in attendance at the Multiple District Annual Convention shall elect the Vice Council Chair/Council Chair-elect. Candidates for the position of Vice Council Chair/Council Chair-elect must have served as a District Governor and not served as a Council Chair at any previous time. If there are two or more candidates, there shall be an election by secret ballot; balloting shall continue until one candidate receives a majority of votes cast. Only one candidate per district will be allowed to be presented to the delegates at the MD Convention. District’s must hold an election at their district convention if more than one candidate is running from the district.”

Ballot # 3

Ballot #3, A resolution to revise the duties of the Vice Council Chairperson to include the role of Chair of the MD Finance Committee and the automatic succession to Council Chairperson should the following amendment to Article 1, Section D of the MD37 By-Laws be approved: “Article 1 Section D Council Vice-Chairperson The Vice-Council Chairperson shall: 1. Assume the Chair of the MD 37 Finance Committee 2. Assist the Council Chairperson in the execution of his/her duties. 3. Give direction to Multiple District committees as assigned. 4. Represent the Council Chairperson as directed. 5. As one of the officers of the Multiple District Council be empowered to handle business arising between Council meetings, subject to approval of the Council at its next meeting. 6. Perform the duties of Council Chairperson should the Chairperson be unable to do so. 7. Upon completion of his/her term the Vice Council Chairperson shall automatically serve as Council Chairperson for a full term.”

Ballot # 4

Ballot # 4 A resolution that will determine the make-up of MD Finance Committee and allocation of expenses should the following amendment to Article IV, Section B., b. and Section E. of the MD By-Laws be approved. “Article IV Section B., b. Finance Committee The Council of Governors shall, at their final meeting and in consultation with the District Governors-elect, appoint a Finance committee for the ensuing year. Members of this committee shall be Incoming Vice Council Chairperson (as chairperson), the Incoming Council Chairperson, one District Governor-elect and the Multiple District Secretary-Treasurer who shall be an Ex-officio member. Section E. Officers Expenses (a) District Governors, Vice District Governors, Vice Council Chairperson and the council Chairperson shall be reimbursed while attending Council meetings as outlined in Multiple District Policy. In addition, the District Governors and the Vice Council Chairperson may claim up to $1,000 (US) and the Council Chairperson may claim up to $2,000 (US) to defray un-reimbursed expenses while attending the International Convention, USA/Canada Forum, Multiple District Leadership Seminar, or travel costs incurred within the District or Multiple District during their term of office.”
